I do agree that there is some flatness about the way the sign is positioned against the sky. Perhaps a different angle, including more background elements (and a shallow DoF) might cure this? Hmm. I'll have to play with it. -- DO WORK, SON! Glad I can be of help.
If you're thinking of reshooting the photo, I would still use this low POV. I fear adding more features will only disturb the photo. But I would try a day with just a little weather. It is just a matter of fiddling what settings and conditions, eventually you'll find something that really works better than everything else... You've given us quite the political scene here just with the added feature of "war" written on this sign. Simply put I must say this is a stroke of genious and quite frankly some very good spotting!
I would only wish that the message was a little clearer, because "war" is a little washed out here and can be a little hard to spot at first.
Enhancing it through post processing would propably help, but then it would propably look more like it was added through photoshopping. Really a personal decision...
As for the rest of the photo I must say you have done a great job to make it stand out and catch new watchers.
You've put the POV and 1\3 rule to good use. Offcenter placing of the sign makes it look more organized.
I would however consider giving the sign a little more air on the right side, giving it a little more distance from the frame if you know what I mean.
Colour contrast works great for this photo. The pale blue of the background sky balances out the more heavy red tone of the sign. I do however feel the sign looks a little flat against the background. I can't really say what deos this. Might be aperture, might be some slight overexposure... I don't really know.
But I do know that I like this photo! Excellent spotting!
